What is licensed
Bookmakers are licensed province by province, by bodies such as the Mpumalanga Economic Regulator, the Western Cape Gambling and Racing Board and the Gauteng Gambling Board, with the National Gambling Board overseeing the system. A licensed bookmaker displays its licence details and the approved web address it may trade under. Sports betting and lucky numbers products sit inside that licence.
What is not
Offshore casino sites accepting South African players do so outside that framework. The practical consequence is not usually prosecution of a player, it is that you have no recourse. If an offshore site voids your winnings, closes your account with a balance in it, or simply stops responding, there is no South African regulator with jurisdiction to make them pay, and no court process worth the cost of a few thousand rand.
That is the entire reason this site only lists operators licensed here. Not because offshore sites are impossible to reach, but because a payment method question is pointless if the operator can decline to pay and face nothing.
Verification is not optional at a licensed site
